China may recognize that using air to lift large numbers of people - usually 200, or so at a time, seven miles up into the sky in 1/2-million pound aluminum and composite tubes is not nearly as efficient as putting the same humans on railcars which slide nearly friction-less at high speeds. And the view's are better...
. China is planning to have a lot of its citizens going to places like London, India, and Thailand and you don't want to make a bet that there could be a spur into Africa at some future date.
