Regulations for non-HOA communities

I left a message for someone at the city this week about city codes on mowing yards. I'm fairly confident there is a dead dog in our neighbor's back yard but no one would know since the grass is as high as the fence. Our community doesn't have an HOA...anyone have suggestions?? I didn't receive a call back from the city

Call Animal Control.  Or the cops.  I'm sure they would love that one...

i suggest hiring local high schoolers to mow the lawn for cash. i personally know a few kids who wouldn't mind making extra $$$ mowing lawns if no one else wants to do it in your community.

they have their own equipment too!

The problem with that is anyone doing work for an HOA must be bonded...
I am sarcastic and have a smart ass attitude.  It's a natural defense against drama, bullshit, and stupidity...
