If you have a problem that is not being resolved and you have tried (which it sounds like you have) then escalating may certainly help you. Call up to City Hall and ask one of the nice people who answers the phone who would be a good superior to talk too. The City manager is another great resource you may not have tried...
As far as Driskell's handicap parking, I have no idea why he has handicap plates (nor do I need to know), and I don't know if he plays paintball or not. I do have some friend's who have handicap plates that you would never think needed them but they honestly do. I have a friend that was hit by a drunk driver at a young age and has 17 pins in her ankle. Walking to much causes her a lot of pain. I have other friends that have handicap plates due to back injuries, etc. If Driskell has handicap plates that were designated for his use then he has every right to park in those spots. As far as the cell phone use, I personally did see him driving in the school zone using his phone. Do I think as a mayor he needs to set a good example? Yes. It was pretty heavy advertised at our campus, I got a letter on it at Meet the Teacher last week, there are signs posted, etc. But hey, it's his re-election, not mine. Will this be the only deciding factor when it comes to who I vote for? No, but if the decision is close it may play in. It's just part of making your life public.
