There was certainly time at the beginning of the meeting during Citizens comments for those that had opinions and possibly even an interest in being appointed to that seat to mention such.

Agreed!  And I can't speak on everyone's behalf, but I recall this being discussed in some depth on these very forums and by all indications what happened wasn't supposed to have been able to.

Perhaps instead of inviting Citizen's Comments, then springing subterfuge on us, citizens would be allowed to comment afterwards?  And I am certainly willing to accept that I am the dull one here as I was unable to translate, "Consider/Discuss/Action regarding a Resolution for City Council to fill the Vacancy for Place 6" as being a unanimous vote for Deragon to keep his seat.

Again, I admit I may have missed something, but I feel that interjecting "I no longer want Billy Deragon on my City Council" prior to each and every council meeting just in case something comes up in which its an option is not a viable solution.

But it is an option. 

There was a time when a citizen was asking to speak during an agenda item discussion.  The mayor told her she couldn't because she didn't fill out a speaker's form (or whatever it's called).  She said she didn't know she had anything to say until she heard the council discussion.  I recommended she just fill out a form to speak on every topic at every meeting going forward.  I think the mayor realized he was going to have to let citizens have a voice and implemented an egg-timer to help keep order.

The Council only voted for a special election in November, not to reappoint Billy.  Billy is not guaranteed to keep his seat until November.  This situation could easily be resolved by the citizens standing up and sugggesting someone to appoint in Place 6.  All of this senseless bickering and arguing is not getting the problem solved.  The problem is that we all want Billy to not be on the Council, but who do they appoint?  Has anyone talked to a single Councilman and make a suggestion?  Have any of you stepped up to the plate and asked to get involved?  Will any of you?

This is the time for someone to stand up and make a difference.  We must rise to the challenge and find a solution and end the senseless bickering.  I am asking you all now to move forward and make a difference.  Who will make a difference?
