Finance officials said the cost of the unused water is built into water rates.
Forecasting water use can be tough, city finance officials said, because it’s so dependent upon the weather. Rainy summers such as 2007 can drain a city’s reserves, while hot, dry ones can just as easily produce large surpluses.

I can see why having cities estimate max usage would be needed if the water district is to ensure that it has enough supply to meet demand.  Of, course their supply depends on how much rain we get get, but I can see the need for them to have at least an adequate estimate of expected maximum water usage.  How else will they be able to plan for continued growth?  BUT, the pre-purchasing by cities is indeed unclear to me.  Can anyone clarify?

Yes, the lack of clarification was very helpful, indeed.

Getting a straight answer out of No Weapon is like trying to get an answer out of Batman:

Yes, I have read everything here and I still don't understand the problem.  Our City of Anna bill is pretty steady at $100 this time of year with four people and two dogs.

If someone thinks water bills are an issue in Anna they should see what we had to pay in Derby, Kansas.  Our summer water bills were higher than our electricity bills.  The bill after we did sod was $600.   ::)

Is it possible that we can condense the numerous water bill complaint threads to one?  Maybe a "No Weapon" sub forum where everyone can post poorly written posts that do not clarify the problem or solve it?

Thank you.

We lived on McConnell AFB from 99-2001.   Then we bought a house in the Timberleaf addition in 2001, and then we moved here in 2006.  It is a small world.  Layoffs are SO bad in Wichita, I am glad we moved when we did.  :'(  Hawker Beechcraft (formerly Raytheon) laid off 46% of their total staff in the last quarter.

That's it!  Give him hell!

I was looking at that thinking "well, maybe she meant a different we, but her avatar says they have been together since 1997.  Oh well".
